Section 36
Provisions relating to promotion of unranked employees

(1) The level of unranked posts will be as follows:-
(a) First level
(b) Second level
(c) Tertiary level
(d) Level IV
(e) Fifth Level
(2) The first level of employees who are initially appointed to unranked posts will be maintained.
(3) According to section 104, the authority of the unranked employee who does not have a record of punishment shall be upgraded as follows:-
(a) Level II to those with five years or more but less than ten years of service,
(b) Third level to those with ten years or more but less than fifteen years of service,
(c) Fourth level for those with fifteen years or more but less than twenty years of service.
(d) Fifth level for those with twenty years or more of service.
(4) Notwithstanding anything written elsewhere in this section, employees who have completed twenty-five years or more of service in an unranked position, upon retirement for any reason, will be promoted to the sixth level and provided with pension and other benefits based on the salary scale of that level.
(5) The salary scale of employees of the level as per subsection (3) and (4) shall be as prescribed by the Government of Nepal.
(6) Other arrangements related to upgrading shall be as prescribed.
